Licensing gives you material that already exists. Commissioning schedules a mission to create it. The commercial difference is that you are paying for a flight; the practical difference is that you specify the shot.
The place, the framing, the time of day, and the conditions you want. Where the purpose is a comparison, an existing listing can be used as the reference so the new capture lines up against it.

Two limits are worth stating before you plan around a commission. Capture can only be flown at a site with a deployed pod, and only within that site's approved flight radius. And the site owner must have opted in to listing before the resulting material can be licensed to anyone else. See Rights and opt-in.
There is no route to commissioning capture at a location without a deployment. If the location matters enough, the question becomes whether it should have a pod. See Host.
