Licensing is for when the capture you need has already been flown. You are buying access to existing material rather than commissioning a flight.
Listings are organised by place. What is available at a given location depends on what has been flown there and what the site owner has opted to list.
Each listing carries its flight record: when it was captured and under what conditions. For footage this is what makes a clip usable with confidence rather than approximately current. For operational capture it is what makes the material defensible to an insurer or a surveyor.
Because the pod is still deployed at the site, existing capture is not a one-time artefact. If you need the same view at a different time of year, in different light, or after an event, the shot can be flown again rather than approximated. See Commissioning a shot.
Nothing in the vault was flown speculatively. Every listing is a by-product of a mission that was commissioned and paid for on its own terms, so licensing is not carrying the cost of a shoot.
